If you’re trying to install SharePoint 2013 on Windows Server 2012 R2, and you’re getting caught in a reboot loop (or other weird behavior), stop.
SharePoint 2013 isn’t supported on Windows Server 2012 R2. You need to wait until SP1 for SharePoint 2013 becomes available, and perform the installation with the service pack present in the installation media.
The service pack should be available early 2014.
